Admeasuring

I was wondering how difficult it is to get a boat admeasured. Also wondering if there are size limits. I spotted a 43 foot Canadian boat that an 18,000 pound hold according to the ad. I read what little I could find about the process, and how they only measure the hold area rather than the entire boat. Is this correct, and is there some mathematical fudging going on or what is the real deal. I am seeing a fair amount of very nice boats around B.C. for sale. Thanks guys. Harry
