EMT or use of someone else's license?

I was talking to Andy at Dock Street Brokers and he
mentioned a "EMT" or emergence medical transfer which
allows a license holder to let someone else fish their
licenses for the season. Can anyone illiterate on this
for me? What all does it involve and what do license
holders usually want $ to make it happen.

gill net with my father in the last
days of the fishery here in the
San Juans and I'm looking to get into
trolling SE AK. I have a day job
so don't need to make my whole living
from fishing so I don't think it's too
far out for me to do.

I did the EMT thing once - I think the permit holder needs a doctors note saying they can't fish, but I'm not sure. I know ithe paperwork is simple to lease a permit if you can find someone willing. I leased a hand troll permit for two months in the winter for $500. I'd estimate that you could lease a permit for 10-20% of your gross during the summer. I think I saw a sign in Sitka asking $7,000 to lease a power troll permit last year.

As for a cheap boat, try vancouver island, BC. There are lots of nice wood trollers in Canada with very reasonable price tags.
