Rockfish regs?

Can someone direct me to the specific portion of the regulations which covers how to legally retain rockfish? I asked two different old timers about this, and they both apparently gave me some bum info. So I guess there is some confusion in the fleet on the topic, and I'd better go to the source.

Also, was everyone aware that the issue of rockfish bycatch in the troll fleet was used as an excuse to close off areas of Canada to trollers?
