heads on or off? commercial salmon catches

heads on or off? commercial salmon catches

I know that DFW here in California take the heads of hatchery salmon(chinook) for research purposes, but do they also do that for commercially caught salmon? Forgive the newbie here, but don't buyers like to see the salmon with their heads on?
How does this work out, and how do most buyers like there final product .... with or without the head??

buyers want head on.. in california fish and wildlife contract a few boats to do research trolls, likely keeping a few of these fish for scientific research purposes?

Buyers who purchase Frozen at Sea salmon generally want the head off. However, California won't allow
this process.
