This just came from the latest SEAFA Newsletter:
Coast Guard DOCKSIDE EXAM Requirement:
Starting October 2015 a requirement for Coast Guard Dockside Exams outside of three miles goes into effect. SEAFA has requested and been granted a class exemption for the inside waters from the territorial sea line to be exempt from this requirement. Please see letter of exemption and map on SEAFA’s website. The map is good to review for the waters outside of 3 miles (inside donut holes). Within these waters you MUST have all the safety required gear for outside of three miles, the exemption is just for the dockside exam.

I foresee red boats at the winter line a lot next season.
