Basically that's a bungee line that attaches to the tagline a foot below the stick pulling the tagline slightly forward and when a fish bites the tagline pulls rear-ward as the fish pulls? Correct?

Rear and down. You can read a humpy. I use wire on the tattle tells but Kevlar would be fine.

Salty you say a foot before the pole. Is that below the tip? You just tie one end to your tag line then the other to the bow?

Here is a description. If you have aluminum poles then C clip or shackle about a foot of chain to the pad eye at the end and to the one about 3 feet in. I use SS for all these materials. Then connect your tag line to the end of the chain. Then attach your tattle tell line about one link above the end. Raise your pole to the fishing position and attach your tattle tell to the rubber bungee. Which is already attached to your fore peak or there a outs. Tighten up the tattle tell so that when there is any downward or backward pressure on the tag it stretches. Fool around a bit with it on the dock. If you get it too short add a few chain links on the bow end.

Above is a bow pole but you would put the tattle tell right on the next to bottom link of the chain at the top of the tag.
