Hull voltage vs. line voltage

Hull voltage vs. line voltage

I'm trying to wrap my head around the whole voltage voodoo. My hull voltage( rudder post to water) is .73. My lines (rudder post to wire) .63. I have ordered a russle VIP box. My main question is my hull is hotter then my lines is this correct? Or should my hull be cooler than my lines? I'm haled out at the moment adding steal plates and more zinc. The boat is new to me and was catching fine for cohos but the boat will not scratch kings..... Any help would be great!
