mooching question for Handtrolling

Anyone know of a regulation which says we are not allowed to fish/mooch, by simply drifting with the wind
and or current without the motor running?
I have had two trollers in the last 2 days, say they thought this was not allowed. But I see nothing in the ADFG Commercial Salmon Fishing Regulation book.
Hoping to try this mooching with my 8 year old licensed crew mate this weekend, otherwise we wait till ADFG opens on monday to find out.

Lots of HT folks drift and mooch. Usually with the motor running and going in/out of gear at least occasionally but I've never seen a regulation about it.

Went to ADFG , and there is no rule regarding my question. doesnt matter if drifting by just wind/current , or by motor
